Bare-fragment base used for HTMX navigation inside the IT Requests section.

Pages extend `_page.html`, which in turn extends either the host's `base.html`
(ordinary page load) or this file (HTMX navigation), chosen per request by
`it_requests_base` — see vision_it_request_forms.context_processors.

Rendering only the title, the frame and the page's own scripts means an HTMX
navigation replaces #itr-main and nothing else: the Vision Dashboard header,
sidebar, stylesheets and already-running scripts are left untouched.  htmx
reads the <title> out of the fragment and updates the browser tab with it.
